Just a quick reminder that
there is a Board meeting tonight at the Fitness Center, 7PM.
The new Proximity ID system
is finally in place at the Fitness Center. Everyone
needs to get a new ID and turn in the old one no later than
September 1st, 2009. After this date, the old ID's
will no longer be accepted for use of the amenities or
entrance into the community. If your picture is
already in the system, it takes about 3 minutes to print a
new one. If your picture is not in the system, it
takes about 5 minutes. In order to get a new ID you
will need to present a staff member with your old one.
If for some reason you have lost your ID, there is a $10.00
replacement fee in order to obtain the new ID. DO NOT
PUNCH A HOLE IN YOUR NEW ID CARD! The new ID's are
proximity cards, meaning if you punch a hole in it, it will
no longer work! We had to get a new system because the
old one broke and was beyond repair due to its age.
The silver lining is this will give us a chance to clean out
the system of old, non-current ID's. Please don't wait
until the last minute to obtain your new ID.
I was on vacation the past
week and half. There was an email problem that
affected the community while I was gone. It is my
understanding that it has been taken care of, and everyone
should be back up and running. If for some reason you
are still experiencing trouble with your email, please call
HBL. If you have an alternate email you can use then
email me at
johns@stoneybrookeast.org. I will help you get
back online.
Our new Fitness Center is
coming along nicely. The trusses were delivered today
and we should have a roof on our new addition in no time.
I know we are all anxious to see it completed!

I had an online meeting two
days ago with a company in CA. They are currently
reconstructing a new website for us at no cost to the
Association. We will soon have a "Digital Village"
online that will replace this website. It will have
much more capability that will allow for more interactions
from our residents. I along with a few others will be
receiving at least 10 hours of training on how to work with
the site. That training is scheduled for May 12, 2009.
This site will be amazing and I can't wait to get it up and
running. I think everyone is going to be very
impressed. It will showcase our community to the
public like never before.
You probably have noticed the
sign that is being installed at our residents gate.
Again, HBL provided funding to make this sign a reality.
It will allow us to get important messages out to the
community more timely and save money in the process.
The goal is to have signs like this installed at each
entrance. However, we will obviously need to budget
for that over the next couple of years. Right now the
Boards focus is trying to keep expenses down to a minimum.
As a side note, I have had our management team go back and
re-negotiate every contract that currently exist in our
Association. In some cases we were able to pull in
some savings, however, most were already at bare bones
levels due to prior aggressive negotiations.
Construction has begun!
The exciting new news is the expansion to our existing
Fitness Center is now under way. According to the
contract, construction should be completed within one year,
however we expect it to be completed well before then.
This addition is approximately 3000 square feet and we will
be moving the weight room over to the new building once
complete. We will also have more rooms for parties and
events. I am very excited about this new addition
which is going to bring tremendous value to our community!

Further updates
to the election:
On Tuesday, April 21st, there was a
Special Members Meeting and Annual Meeting/Election held at
Stone Lakes Elementary. We would like to thank
everyone who took the time to participate and vote either in
person or by absentee proxy. The voting results of the
meetings were as follows:
AMENDMENTS
Amendment #1 - Passed (314 For / 97
Against - 76%)
Amendment #2 - Passed (287 For / 100
Against - 74%)
Amendment #3 - Passed (285 For / 124 Against - 70%)
These amendments changed certain language
in the Association's governing documents to require that a
resident be a "member in good standing" (i.e. current in
their financial and property maintenance obligations to the
Association) in order to serve on the Board of Directors or
vote on community matters. The full text of the
amendments may be obtained by contacting the property
manager.
ELECTION OF DIRECTORS
Congratulations to the following
individuals who were re-elected to the open board of
directors positions each for a two year term: Karen Miller,
John Bunke, Allan Gelb and John Santaniello.
Following the annual meeting the nine
member board of directors held an organizational meeting for
the purpose of nominating and voting on officers for the
upcoming year. The following individuals were
nominated and approved as officers:

Darin Stewart - Vice President
Mark Krush - Treasurer
Damon Patai - Secretary

We would also like to thank the members of our management
staff who worked extremely hard to coordinate the elections
including the registration and voting tabulation. In
addition, we would also like to personally thank the
residents who volunteered to assist with the tabulation and
certification of the votes.
Now that the
election is over, we can get back to concentrating on
bringing our community back together, and working as friends
and neighbors in our efforts to keep Stoneybrook an
outstanding community!
Three big
changes are happening right now. The new addition to our
Fitness Center is breaking ground. This has been a
much anticipated addition to our community, and and I know
everyone is very much looking forward to seeing it completed
in a timely manner. Again, this project was funded
entirely by HBL and comes at no cost to the Association.
A new digital
sign is being installed at our resident gate. This new
addition was also made possible by a donation from HBL.
This sign is going to enable the Board/Management to better
communicate with the community in a more timely and cost
effective method. No more $1,000.00 mail outs!
Lastly, I am
working on new enhancements to our website. I have a
meeting next week to work on an "intranet" (not
"internet" which we already have), for our community.
This again will be at no cost to the HOA. We are hoping
to be able to webcast our Board meetings in the future, and
this will help get that project moving in the right
direction. Also, this intranet can provide many more
services that I will be sharing on this website after the
meeting.

Finances
The
Association’s finances have been the leading topic of discussion
for the board and the residents for several months. As you know,
it was recently necessary for Stoneybrook to impose a special
assessment of approximately $216 to subsidize the cash flow
shortfall created by an increase in delinquent accounts. While
we would have preferred not to have a special assessment at all,
we are pleased to have reduced the amount of the assessment down
from the $400+ amount that it was originally anticipated to be.
This lower special assessment amount was the result of the
improved collection policies combined with the reduction of
operating expenses of approximately $110,000. These expense
reductions included a review of all existing contracts and the
renegotiation of many contracts by our management personnel with
our vendors. Significant negotiated savings included the pool
resurfacing, copier lease and our landscaping contract.
The amount of
the assessment was established after taking into account the
operating cash flow needs of the association for the remainder
of 2009, the current dollar amount of delinquent accounts, and a
conservative projection of delinquent accounts for the remainder
of 2009. Assuming future delinquencies are consistent with our
projections, there is no expectation of a further special
assessment during 2009.

and highlighted the fact that other communities are facing

The board
also formed a "Hardship Committee" several months ago for the
purpose of reviewing and approving payment plan requests from
residents. Minimum repayment standards have been established, and
the committee works with individual homeowners in a confidential
manner to create an arrangement that works for both parties.
While we had hoped that this program would have received more
participation, we are happy to report that several accounts are
on payment plans and are making payments as scheduled.
Safety
Safety
continues to be a constant focus and continuing challenge for
our community. We continue to actively manage the safety of our
community through daily communications with the gate attendant
company, and our sheriff patrols. While we do enjoy a reduced
level of crime as compared to nearby un-gated communities, we are
still prone to unwanted activity within our community.
Many
residents of Hawksmoor have recently joined together to form a
neighborhood watch program. This is in response to the continued
trespassing of juveniles entering by foot through backyards from
Avalon. The Association was approached by some residents of
Hawksmoor last year who requested that the Association install a
wall or fence along the backside of Hawksmoor. Unfortunately,
the Association owns no common property in that area because the
individual homeowner lots abut directly up against Avalon
property. As a result, individual Hawksmoor homeowners have
joined forces to contract for a fence company to install a fence
along the rear property lines of their property at a group
discount.
The Gatehouse
Committee has recently changed its name to the "Safety
Committee". The committee chose to change its name to better
reflect the expanded scope of its activities over the years. In
addition to the gates, the committee also helps facilitate other
activities such as the sheriff patrols, surveillance cameras,
and the neighborhood watch.
Communications
Communication
is critical both in business and our personal lives. While we
attempt to communicate regularly with residents we admit that
improvements can be made. As a result, we have focused
additional time and resources to improving communication
throughout the community. We continue to use our quarterly
newsletter and periodic mailings to communicate with residents.
In addition, we have added several new initiatives to make
information more readily available for residents.
First, we
have made modifications to our website to include a regular
"President’s Report". This area of the website will include
regular (bi-weekly) updates to provide more real-time
information on various happenings within the community. In
addition, we have added a "Rumors Section" to the President’s
Report. We will use this area to post various rumors or topics
that have been submitted by residents who have requested
clarification on something they may have heard.
Second, we
have recently implemented a community email and survey service.
This project rolled out on April 6th with its first
email. We are hopeful that we can obtain complete and accurate
email addresses from all residents through the first couple of
email sessions. We encourage everyone to register their email
address through the link on the front page of our website if you
are not receiving our community email. It is our expectation to
send out regular email updates of current events approximately
every two weeks or more frequently as needed.
And finally,
a new digital sign will be installed at the resident gate
allowing management to get instantaneous information out to the
community. We are happy to announce that the remaining cost of
the sign and installation was funded by HBL Communications.
Knightsbridge
Apartments
The
Knightsbridge Apartments adjacent to the clubhouse is a dues
paying member of our association pursuant to a separate
Declaration of Covenants. This Declaration of Covenants was
created back in 1999 as the result of opposition by some of the
original residents of Stoneybrook against U.S. Home for their
sale of that land for the purpose of constructing a multi-family
apartment complex. Payments of assessments (currently about
$300,000 per year), have occurred without incident since 1999.
However, the current owner of the apartments (which they
acquired during the summer of 2007) has recently filed an
official dispute with the Association regarding the amount of
dues paid. Through communications between the two parties the
apartments have made the last several quarterly assessment
payments under protest. However, they have now submitted a
formal dispute as to the amount paid and wish to renegotiate the
annual assessment.
As you can
imagine, this issue has significant financial implications on
each and every homeowner in the community. A negative outcome to
this matter could have an impact of approximately $221 per home
per year. Your board of directors has been actively engaged in
this matter for several months and has retained specialized
legal counsel to protect the rights and interests of the
Stoneybrook residents. We will keep you apprised of any changes
in the matter and will continue to work diligently on behalf of
Stoneybrook on this issue.

currently working on password protecting certain areas
of this site so that we can have a "residents" only
section and "public" section. Several
residents have requested that I temporarily suspend this
section until such time. I agree, and will resume
this area once this upgrade has been completed. In
the meantime, you can still email me directly with your
questions and I will provide answers. I hopefully
will have these upgrades installed over the next week or
two.
